Can someone within the UKingdom send flower bulbs to the US? Is it against customs to send packages to the US?

Unless you have a special permit, it is illegal to transport seeds or bulbs over international borders. Producers of bulbs and seeds that import products are very strictly regulated. You can't even legally do it from USA to Canada even though they are part of the same land mass. Rule of thumb for customs..."No flower or Fawnia".

No you would not be able to do this. A reason for this is to stop the movement of species into habitats they were not made to be living in. If you were to bring a bulb from England into the US that is not native to the US, planted it and allowed it to flourish, there is a high probability that it would spread exponentially because it would have no natural predators here in the US. It would end up competing against native plant life for food and water, and would probably win because it wouldn't have to deal with predators. It would be known as an "invasive species" which can cause major problems.

I had a friend who went to Holland and he wanted to bring back Tulips but was told that it was illegal to do so.
